Chief Executive officer (c.e.o)

2013 to 2017 he was charged with public policy research and information in the Presidency.

As a manager for Policy Research and Advocacy at Uganda National Farmers Federation in 2007, Rwakakamba directed research and mobilized the farmers’ fraternity to amplify their voice and shape favorable agriculture policies. He has also chaired a number of international expert committees moderated by the International Federation of Agricultural Producers in Paris, France.

As HIID Merit Scholar and Mason Fellow in Public Policy Management, Rwakakamba graduated with Master’s degree in Public Administration from Harvard University – Kennedy School of Government in 2016.

Rwakakamba received his first degree in Education (Economics and History) from Makerere University, Kampala in 2003. He later attended the School of Political Science at Makerere University where he obtained a Master’s Degree in International Relations and Diplomatic Studies (IRDS) in 2006.

Morrison Rwakakamba is the CEO of The Agency for Transformation (AfT). He is the current Chairman of Uganda Investment Authority. He is the former Vice President of Global Off-Grid Lighting Association (Gogla).

Rwakakamba has over 18 years of experience in political economy, private sector development, project development and execution, public policy analysis / advocacy, media – and government.

As former Global Senior Director of Policy at Fenix International, a company of ENGIE, he was a core member of the global senior management team and led a global team of policy professionals working with and engaging governments and off-grid sector stakeholders to create a conducive policy environment necessary to expand energy access and transform lives of almost 600 million people that still have no access to electricity in Africa and 1.7 billion globally. 

He has worked as the founding Chief Executive Officer at Agency for Transformation (AfT), a think and do tank on agriculture, energy, transport/road safety and environmental policy.
